Keir Starmer will give his final speech from Downing Street before Burnham arrives and is appointed as new PM

And, on the subject of the No 10 lectern, Andy Burnham may not be using it when he delivers his speech today, according to the BBC’s Chris Mason. Mason says Burnham is “determined to hit the ground running and, where possible, to maintain the style of leadership he adopted as the mayor of Greater Manchester.”

When Keir Starmer last gave a speech outside Downing Street, on the day he announced he would be resigning, part of his speech was almost drowned out by the sound of the Ode to Joy, the EU anthem, being played in Whitehall by the veteran anti-Brexit campaigner Steve Bray. Bray had done this several times before to prime ministers speaking from a lectern outside No 10.

Conditions are in place on Whitehall tomorrow (Monday, 20 July).

Anyone assembling near the Downing Street gates to observe events linked to the new Prime Minister must not use any amplified noise equipment and must stay within the shaded area. These conditions are in place between 10:30 – 13:30.
