New Transfer Policy Set to Transform High School Sports in New Mexico
As of August, New Mexico high school athletics could see significant changes with a new proposed rule allowing student-athletes a single “free” transfer beginning in the 2026-27 school year. The New Mexico Activities Association (NMAA) Board of Directors is scheduled to vote on this proposal, which NMAA Executive Director Dusty Young describes as a “complete overhaul” of the association's eligibility regulations.
This initiative has been in development for several years, aiming to alleviate the legal disputes concerning athlete eligibility and to prevent legislative interference. Earlier this year, a bill introduced by Senator Antonio “Moe” Maestas sought to transfer eligibility decision-making authority from the NMAA to the Public Education Department, but it did not advance past committee discussions. Efforts to shift this power have repeatedly failed in recent legislative sessions.
The proposed policy would simplify the transfer process for athletes who want to switch schools, especially after making enrollment choices before their eighth-grade year. However, the proposal must pass through two more approvals: a favorable vote from the NMAA Board and a referendum among its more than 160 member schools.
Concerns have arisen regarding the impact of this change on struggling programs. Coaches fear that stronger teams may become even more dominant, leaving less competitive schools in a bind. Del Norte boys basketball coach Jeron McIntosh expressed worries, stating, “I’m afraid the best teams are gonna stay better and the rest will struggle because they can’t compete.”
While the Albuquerque area is anticipated to see the highest volume of transfer applications, rural regions will likely experience similar trends as athletes seek opportunities elsewhere. NMAA leaders are preparing for an influx of transfer requests, with Young noting that this topic has gained traction across the country, with over 20 states already implementing new transfer rules.
