Unlike previous international tournaments, fans from rival nations have frequently been seated in the same sections, raising red flags about potential crowd conflicts in high-pressure situations.

Ronan Evain, the executive director of Football Supporters Europe, expressed his worries regarding the unusual lack of segregation between opposing supporters. "The absence of segregation is not normal for a tournament like this," Evain told BBC Sport. He elaborated on FIFA's difficulties in tracking ticket ownership, noting that the push for widespread sales and resale has complicated matters. “The possibility – or the risk – to have fans from ‘Team A’ in the middle of the crowd of ‘Team B’ is stronger than ever before,” he added.

Instances of mixed fan groups have already been observed, such as during the match between Dutch and Japanese supporters in Dallas. While these scenes may appear innocuous, they strip away essential safety measures typically utilized to manage potential flashpoints in packed venues. FIFA stated that they have allocated 8% of tickets to participating teams, but the resale market blurs the lines of who ultimately holds these tickets.

Evain emphasized that as tickets change hands, ensuring proper management becomes increasingly challenging. “There’s very little that FIFA can do at this stage because they don’t know who owns their tickets,” he remarked. This uncertainty can exacerbate risks, particularly in volatile matches where rival fans are seated together.

Alongside the ticketing issues, fans have voiced their dissatisfaction over inconsistent regulations regarding flags and banners, especially in Dallas, where some were confiscated despite FIFA guidelines permitting small approved items. The overarching concern is not that mixed seating will inevitably lead to trouble, but rather that FIFA may lack the necessary tools to mitigate conflict if tensions escalate between rival supporters.
